Leadership Bios JEAN-MARC ABOUSSOUAN INTER-AMERICAN DEVELOPMENT BANK CHIEF OF INFRASTRUCTURE DIVISION, STRUCTURED AND CORPORATE FINANCE DEPARTMENT WASHINGTON, DC Jean-Marc Aboussouan was appointed chief of the IDB’s Structured & Corporate Finance Department’s new Infrastructure Division. He brings more than 20 years of professional experience in Latin America working for JP Morgan, Societe General and the IDB to the position. Mr. Aboussouan will lead a team of seasoned officers responsible for providing financing and credit guarantees for large-scale infrastructure projects sponsored by private and public sector enterprises. JORGE ARTURO ACEVEDO ALARID GUANAJUATO INLAND PORT EXECUTIVE DIRECTOR MEXICO Jorge Arturo Aevedo Alarid is executive director of GTO inland port, a position he has held since 2006. In this role Mr. Acevedo has been responsible for leading one of the most important strategic developments of multi-modal inland ports in Latin America. As executive director of GTO inland port Mr. Acevedo has succeeded in gaining the inclusion of the State Government as a member of the Board of Directors of North America’s Super Corridor Coalition (NASCO). He organized and hosted the NASCO and leaders summit in 2008, obtaining the participation of 500 business executives from the three countries and the participation of Governors from Mexico and the United States as well as premiers from Canada. Mr. Acevedo is a candidate to receive his PhD in Administration from the Universidad Autónoma of Queretaro, Mexico. He holds both a masters in Global Marketing that he received from the Instituto Tecnológico de Estudios Superiores de Occidente (ITESO) and in Customs Law the University of La Salle. ALEX ALBÚJAR PROINVERSIÓN PERÚ PROJECT DIRECTOR PERU Alex Albújar joined PROIVERSION IN 2005, during his career he has held many positions of responsibility concerned principally with structural finance and investment projects of significant scope. In 2007 Mr. Albújar was named head of operations and was subsequently given the role of Project Director. The goal of PROINVERSION is the promotion of investment independent of the state of Peru in accordance with private rules. The goal is to improve the competitiveness of Peru and improve the lives of the population by promoting Peru’s sustainable development. Mr. Albujar received a degree in industrial engineering from the University of Piura with a specialization in Electronic Systems from the University of Rome. Leadership Bios EFRAÍN ALEGRE SASIAIN GOVERNMENT OF PARAGUAY MINISTER OF PUBLIC WORKS AND COMMUNICATIONS PARAGAUY Mr. Alegre was born on the 18 of January 1963 in San Juan Bautista of the Missions. By profession he is a lawyer with a masters in political science. Mr. Alegre became involved with politics in the 1980’s as a member of the Juventud Liberal Radical Autentica where he rose to the organizations presidency. As a member of the Movement for Liberation and Social Justice Mr. Alegre worked for the gubernatorial campaign of Luis Alberto Wagner. In 1993 he was the secretary general of the Central Provincial Government. In 1998 he was elected as a Deputy and became president of the legislature from 2000-2001. He was confirmed as Minister of Public Works and Communications in June 2008. ALBERTO ALEMAN ZUBIETA PANAMA CANAL AUTHORITY PRESIDENT & CEO PANAMA Alberto Alemán began his professional career in the construction field. For many years, he served as CEO of one of the largest construction companies in the Republic of Panama. From 1996 to 1999, he served as Administrator of the former Panama Canal Commission (PCC) – the federal agency of the United States Government, which was responsible, until December 31, 1999, for the administration and operation of the Panama Canal. In 1998, two years into his appointment as head of the PCC, he was appointed Administrator of the Panama Canal Authority, the Panamanian entity tasked with the administration of the waterway upon its transfer to the Republic of Panama on December 31, 1999. During the following two years, he served simultaneously as Administrator of the Panama Canal Commission and the ACP, ensuring that the decisions taken under the Commission would have continuity under the new Canal Authority. In 2005, the Board of Directors reelected him to lead the ACP for another seven years. NORMAN F. ANDERSON CG/LA INFRASTRUCTURE LLC PRESIDENT & CEO WASHINGTON, DC As President & CEO, Norman F. Anderson focuses on infrastructure project creation, aimed at increasing the level of infrastructure investment, and the performance of existing infrastructure stocks in developed and developing countries alike. In July 2008 he published “North American Future, 2025; Outlook for Infrastructure” in The Future of North America 2025; Outlook & Recommendations,” a CSIS publication financed by the Canadian, Mexican and US Executive branches. Mr. Anderson oversees CG/LA’s Leadership Forum teams and also leads the CG/LA team that develops infrastructure projects globally; and provides high-level strategy assessment for the public (cities, states, countries, MDB’s) and private (finance, E&C, equipment/technology) sectors. Mr. Anderson has a graduate degree from Harvard University, and an undergraduate degree from the University of Virginia. He is a former Peace Corps volunteer, who lived in Paraguay from 1979-1984. He is married to the former Ingrid Sckell – they have two children, Norman Gabriel (21) and Janina Victoria (19). Leadership Bios PATRICIO CAL Y MAYOR LEACH CAL Y MAYOR Y ASOCIADOS, S.C. PRESIDENT MEXICO Patricio Cal y Mayor Leach, is the president of the firm “Cal y Mayor y Asociados, S.C.”. Cal y Mayor is an engineering consultant firm in Mexico, South America and the United States of America, especially for public-private association projects. C&M has participated in the financing, refinancing and stock-marketing of infrastructure projects for more than 12 billion dollars. Mr. Cal y Mayor was President of the Asociación Mexicana de Ingeniería de Tránsito y Transporte (Mexican Association of Traffic and Transportation Enginnering), member of the Institute of Transportation Engineers, of the Colegio de Ingenieros Civiles de México (Civil Engineers College of Mexico), and the Academia Mexicana de Ingeniería (Mexican Academy of Engineering). Mr Cal y Mayor majored in Civil Engineering, and has a specialty in Urban Transportation Planning, a Master in Business Administration, and the program of High Direction of Companies of the IPADE. EDUARDO HENRIQUE ACCIOLY CAMPOS GOVERNMENT OF BRAZIL GOVERNOR OF BRAZILIAN STATE OF PERNAMBUCO BRAZIL Eduardo Henrique Accioly Campos is Governor of the Brazilian state of Pernambuco a position he has held since 2006. He began his political activities while at University as President of the Students Union of the faculty of Economics in 1985. After graduating with a degree in Economics with honors Mr. Campos chose to join the campaign of Miguel Arraes in his campaign for Governor of Pernambuco. ! After Mr. Arraes‘ victory, Mr. Campos was made personal secretary to the Governor, the first step in what would be an illustrious political career. In 1990 Mr. Campos joined the Brazilian Socialist Party (PSB) and was elected state deputy for Pernambuco and subsequently leader of the opposition. As a result of his steadfast and courageous leadership Mr. Campos was elected as a Federal Deputy and appointed Secretary of the Treasury for the state of Pernambuco. During Mr. Campos’ third term he became President Lula da Silva’s point man on social security reform and tributary legislation. In 2003 Mr. Campos was appointed Minister of Science and Technology. He harnessed the power of his new position to transform the Ministry into an effective instrument for the diffusion of knowledge. In 2005 he was named national president of the PSB. Mr. Campos is one of the most influential politicians in Brazil showing himself to be a forward thinking innovator and a man of action. RAFAEL CARDENAS CITIGROUP AGENCY & TRUST VICE PRESIDENT, AGENCY & TRUST BRAZIL BUSINESS MANAGER BRAZIL Rafael Cardenas has a wealth of experience in Latin America Finance, the product of 16 years working in financial services. Mr. Cardenas spent 11 of years working for Citigroup, where he gained extensive experience in collateral management and risk mitigation solutions for financial transactions such as: Project Finance, Structured and/or Collateralized Debt, Capital Markets, and Mergers & Acquisitions. Mr. Cardenas is currently Vice President of Citigroup’s Agency and Trust arm in Brazil. Leadership Bios FERNANDO BEZARRA COELHO BRAZILIAN GOVERNMENT SECRETARY OF ECONOMIC DEVELOPMENT BRAZIL Fernando Bazerra Coelho is Secretary of Economic Development for the state government of Pernambuco, a position he has held since January 2007. Mr. Coelho has a strong public and private sector background including 3 terms as mayor of Petrolina. As secretary of development ! Mr. Coelho has a wide variety of duties and responsibilities relating to the economic stability and growth of the state of Pernambuco. He is charged with crafting economic development polices for industrial, commercial and service sectors, as well as attracting and supporting investments aimed at enhancing Pernambuco’s productivity. Mr. Coelho’s actions are targeted towards achieving sustained economic development. Mr. Coelho recieved his Bachelors in Business Administration in 1979, from the Administration School of São Paulo, a branch of Getúlio Vargas Foundation. CLAUDE CORTEZ CAL Y MAYOR & ASSOCIATES MASTER SPECIALIST IN URBAN MASS TRANSPORTATION MEXICO Claude Cortez is an independent consultant, architect (DPLG, Paris) and a specialist in transportation with France’s INREST. He has extensive experience in development having worked for the World Bank, the Mexican Federal Government, the Puebla-Panama Plan, and for the government states of Mexico. Mr. Cortez has coordinated binational studies between the U.S. and Mexico for the planning of transportation logistics along their border. In 2008, he led the Strategic Plan for Logistic Infrastructure in the Northeastern Region for Cal y Mayor & Associates and The Fideicomiso “For the Development of the Northeastern region” -FIDENOR-ESTE. Mr. Cortez holds a Ph.D. in Regional Planning from Tolosa, France. He is also a professor at UNAM (Mexico), where he teaches courses on Logistics and Transportation. ANDRES ESCOBAR DEPARTMENT OF NATIONAL PLANNING (COLOMBIA) DEPUTY DIRECTOR COLOMBIA Mr. Escobar is the Deputy Director for the Colombian Department of National Planning. In this role he has a wide variety of responsibilities essential for promoting stable growth and development within Colombia. Mr. Escobar is an accomplished economist who has published a variety of economic articles in respected journals. In addition to his role as Deputy Director he is also an economics professor at the Universidad de los Andes. Mr. Escobar earned his Bachelors degree from the Colegio Helvetia in Bogota Colombia. PRONACOM EXECUTIVE DIRECTOR GUATEMALA Julio Hector Estrada is the executive Director of the National Program of Competitiveness and has held this position since April of 2008. Prior to this he was an Associate Director for Latin America for the World Economic Forum in Switzerland from 2005 until 2008. His responsibilities included managing the relationship between the WEF and the governments of Latin America, multilateral agencies, and the largest corporations in the region. Mr. Estrada also possesses expertise on trade relations with China and Russia as well as the future of the World Bank. He was coordinator of analysis and the diffusion of competitiveness and infrastructure studies of Latin America. Before joining the World Economic Forum Mr. Estrada worked for A.T. Kearney Switzerland, a global consultancy for strategic projects and debt restructuring. Additionally Mr. Estrada worked at Citibank in the area of risk assessment and founded a construction firm in Guatemala where he oversaw 300 employees. Mr. Estrada has a degree in Economics from Francisco Marroquin University and a masters in Business Administration from INSEAD in France. GUSTAVO ESTRELLA CPFL ENERGY INVESTOR RELATIONS OFFICER BRAZIL Gustavo Estrella is investor relations officer for CPFL Energy and has been in this role since 2007. As investor relations officer Mr. Estrella is responsible for relations with investors, analysts, the American Securities and Exchange Commission, the Brazilian SEC, stock exchanges such as the NYSE and Bovespa as well as equity market management personnel. Mr. Estrella has both the Lafarge Group and Brasil Telecom. Graduate in business administration from UERJ University. ARÍSTIDES FERNÁNDEZ ZUCCO GOVERNMENT OF THE DOMINICAN REPUBLIC - NATIONAL ENERGY COMMISSION SECRETARY OF STATE, PRESIDENT OF THE NATIONAL ENERGY COMMISSION DOMINICAN REPUBLIC Mr. Fernández is the Secretary of State for the Dominican Republic functioning as President of the National Energy Commission. Mr. Fernåndez is extremely active in the politics of the Dominican Republic and has significant private sector involvement. His activism and initiative has allowed him to achieve high ranking posts in politics from an extremely early age. At 20 Mr. Fernåndez was secretary of Press and Propaganda of the Youth Reform Party the JRSC. He has also served in the Latin American Parliament gaining the position of Vice President. Leadership Bios SYLVIA R. GARCIA HARRIS COUNTY, TEXAS COMMISSIONER, PRECINCT 2 HOUSTON, TX Commissioner Sylvia R. Garcia is a native of the South Texas farming community of Palito Blanco. She attended Texas Woman’s University on a scholarship, graduating with a degree in social work, and received her Doctor of Jurisprudence degree from Thurgood Marshall School of Law at Texas Southern University. The eighth of 10 children, she learned at an early age the value of education and hard work. Commissioner Garcia was sworn in on January 2, 2003 as Commissioner of Precinct Two. Prior to her election Commissioner Garcia served as Controller for the City of Houston and before that served as the appointed Director and Presiding Judge of the Houston Municipal Court System. As Presiding Judge, she was responsible for a multimillion-dollar budget, coordinated a staff of 50 judges, and established the operation and administration policies of the courts. She enjoys the distinction of having served for an unprecedented five terms under two mayors. Active in the Houston community, the Commissioner has served on more than 25 community boards and commissions, including the San Jacinto Girl Scouts, the Houston Hispanic Forum, the American Leadership Forum, the Texas Southern University Foundation and the Institute of Hispanic Culture. Before joining the City of Houston, Commissioner Garcia worked as an attorney for the Gulf Coast Legal Foundation and served on the City’s first Appraisal Review Board. She also served as administrative law judge for the Equal Employment Opportunity Commission and headed her own law firm. JORGE DANIEL GIACOMOTTI BANCO DE CORDOBA, S.A. VICE PRESIDENT ARGENTINA Jorge Daniel Giacomotti is Vice President of Banco Cordoba S.A.. He is the a member of several committees including those on credits, audits, liquidity, and systems. Prior to joining the the BCRA he had the official responsibility over control and prevention of money laundering. ELIR DOMINGOS GIRARDI FEDERATION OF ASSOCIATIONS OF MUNICIPALITIES OF RIO GRANDE DO SUL (FAMURS) CHAIRMAN BRAZIL Elir Domingos Girardi (PTB), was born in the city of Lajeado in 1951, moved to Igrejinha in 1980. He possesses a Bachelors of Science in Accounting. Mr. Girardi was the Manager for many years of the Bank of Brazil. His active participation in the community gave rise to his early political career. In 1991, he joined the PMDB, contributing to the city of Igrejinha in 1992. In 1996 Mr. Girardi joined the PTB, and was elected mayor for three consecutive terms serving from 1996 until 2004. During his time as mayor he participated actively in the board and chair of the Association of Municipalities of Vale do Rio dos Sinos (AMVRS) and was director of the Federation of Associations of Municipalities of Rio Grande do Sul (FAMURS), and is currently FAMURS chairman. ISMAEL HERNANDEZ GOVERNMENT OF DURANGO GOVERNOR MEXICO Ismael Hernandez was born on the 20th of February 1964. He is a member of the PRI and was elected Senator from Durango as a representative of the PRI. In 2004 he was elected Governor of Durango for a term that expires in 2010. Currently, he has the position of President of the Northeastern Development Trust, an organization created to analyze the competitive advantages of Mexico’s Northeastern Region. The organization also advances strategic studies concerning water, energy, economic development, information technology, and infrastructure as a basis for progress. The trust is composed of representatives of the state governments of Coahuila, Chihuahua, Durango, Tamaulipas and Nuevo Leon. ANTONO LOPEZ CORRAL PRESIDENT & CEO, SPINEQ, FORMER DIRECTOR GENERAL FOMENTO MADRID, SPAIN Antonio Lopez Corral is a Consultant Representative of SPINEQ, through whose efforts the first concessional projects of the Russian Federation are being developed. He is also Professor of Transport Economics with at the Polytechnic University of Madrid. He was General Manager of Economic Programming at the Spanish Ministry of Public Works (2000-2004) and Advisor to the President of the Spanish Government on economic and budgetary issues. Professor Lopez Corral played a key role in the restructuring of the rail system in Spain of 2004 as well as the development of the Spanish Government’s Concession Law in 2003. He also works as a consultant for the World Bank, the European Commission and many public and private institutions. Professor has published several books and has been published in numerous journals. Professor Lopez Corral holds a Ph.D. in Civil Engineering, a Masters Degree in Law and in Economics as well as a Masters Degree in Civil Engineering. MARIO MARROQUÍN RIVERA INVEST IN GUATEMALA CEO GUATEMALA Mario Marroquín became executive director of Guatemala’s state agency Invest in Guatemala in April 2008. Before taking this position Mr. Marroquín had executive operations responsibilities at the World Bank. While at the World Bank he supervised projects based in the economic-socialinstitutional sector aimed at improving the countries business climate. During the government of President Oscar Berger Mr. Marroquín served as Presidential Adjunct of the Plan of Government, and was co-author of the economic and social program “Vamos Guatemala” “Lets Go Guatemala”. Mr. Marroquín was the founder and initial coordinator of the Mesa de Calificacion Pais, which deals with technical and equipment based issues regarding Public Private Projects. Mr. Marroquín was also coordinator for equipment negotiation at Celgusa. GUILHERME F. MATTAR SAO PAULO CITY HALL CHIEF OF STAFF - SECRETARIAT FOR INTERNATIONAL RELATIONS BRAZIL In 2007 Mr. Mattar served as Special Advisor to the Sao Paulo City Hall. Subsequently he was made General Coordinator at the Secretariat for International relations and was appointed Chief of Staff in August 2008. In 2002 Mr. Mattar was nominated Director Secretary-General of the Brazil-Lebanon Chamber of Commerce. While in the private sector Mr. Mattar garnered a wealth of private sector knowledge working in several senior management capacities. Guilherme Mattar graduated with a Bachelor in Laws from the University of Sao Paulo in 1985. He also possesses a Masters in international law from the University of Notre Dame Law School in London England. Mr. Mattar speaks Portuguese, English, French, Spanish, and Italian. CRAIG O’CONNOR EXPORT-IMPORT BANK OF THE UNITED STATES DIRECTOR, OFFICE OF RENEWABLE ENERGY & ENVIRONMENTAL EXPORTS WASHINGTON, DC Mr. O’Connor serves as the Director of Ex-Im Bank’s Office of Renewable Energy & Environmental Exports. Mr. O’Connor was appointed as the Bank’s Environmental Liaison Officer in 1994, to implement the Bank’s top-priority mission to increase its support for environmentally beneficial exports. He created and managed the Bank’s Environmental Exports Program, which grew from 13 transactions in fiscal year 1994 to 71 transactions in 2007, with a total portfolio in excess of $2 billion. Mr. O’Connor was appointed as the Director of Ex-Im Bank’s Office of Renewable Energy & Environmental Exports in 2008. Mr. O’Connor began his career at the Bank as a Loan Officer in the Export Credit Insurance Division covering the Middle East and North Africa. Mr. O’Connor has represented the Bank on over 50 international missions that included China, India, Brazil, Mexico, and Turkey, as well as other major markets in the ASEAN region, Latin America, Eastern Europe, and the Middle East. ISAAC PINTO AVERBUCH BRAZILIAN MINISTRY OF PLANNING BRAZIL Isaac Pinto Averbuch is a high ranking official at the Brazilian Ministry of Planning. Mr. Pinto began his career as an engineer for for São Francisco Hydroelectric Company working on long term planning. In 1997 he became director of the PPP unit in the Secretary of Control of State Owned Companies. He has also been an advisor to the Administrative Council on Economic Defense, a Brazilian anti-trust agency. Mr. Pinto graduated with a degree in electrical engineering in 1982. He went on to earn post graduate degrees in economics and law. EMILIO RAPPACCIOLI GOVERNMENT OF THE REPUBLIC OF NICARAGUA MINISTER OF ENERGY AND MINES NICARAGUA Emilio Rappaccioli is Minister for Energy and Mines for the Republic of Nicaragua. He was educated at North Eastern University where he gained a master’s in civil engineering. He has over 40 years experience that began with work designing and supervising the construction of projects in the private sector. Following work in the private sector Mr. Rappaccioli entered the public sector as Minister Director of the Energy Institute of Nicaragua (INE), a position he held from 1979 until 1995. He was also President of the NIcaraguan Energy Company (ENEL) from 1995 until 1997. As a private consultant Mr. Rappaccioli has developed evaluation, technical, and economic studies for projects in the energy sector with an emphasis on hydroelectricity. He has held positions of honor such as: President of the Energy Organization of Latin America (OLADE) 1984-1985, President of the Council for the Electrification of Central America 7° Annual Latin American Leadership Forum - World Class Infrastructure in The Americas - The Opportunity is Now! With his Professional experience Mr. Rappaccioli has contributed to the formulation and execution of strategic plans in the energy sector of Nicaragua. His role has been participating in defining, developing and implementing important generation projects that take advantage of native sources of energy. One of his aims as Minister of Energy and Mines is the reduction of dependence on petroleum and increase the use of renewable energy so as to progressively change the energy matrix in the medium and long term. JORGE REYNOSO STATE OF DURANGO, MEXICO SECRETARY OF ECONOMIC DEVELOPMENT MEXICO Jorge Reynoso is the Secretary for Economic Development for the Mexican state of Durango. Before holding this position he was the State Director of National Finance Company. Mr. Reynoso possesses a wealth of government experience both in project finance and project development. He possesses a degree in industrial engineering from the Technological Institute of Durango. He has a masters in Administration with a specialty in finance from the Instituto Tecnológico y de Estudio Superiores de Monterrey. ESTEBAN ROSAS PALACIOS STATE OF DURANGO, MEXICO DEPUTY MINISTER OF FOREIGN INVESTMENT MEXICO Mr. Esteban Rosas Palacios worked as a Department Manager in manufacturing and engineering for Proctor and Gamble until 1979. He was then general manager and partner of ETIN (a manufacturing company), a post he held until 1997. He was Promotion of Investments Coordinator for the state of Durango 2004 and currently serves as the Deputy Minister of Foreign Investment for the State of Durango. Mr. Rosas has served as a Professor of Economics at the Universidad Juarez of the state of Durango. He was a guest speaker at the UNAM in Mexico City on Manufacturing Processes. JUAN PABLO SCHIAVI ADIF S.E. PRESIDENT ARGENTINA Juan Pablo Schiavi is the President of ADIF S.E. During his illustrious career he has served in a variety of public institutions with great distinction and track-record of success. He served as Director of CONAMBA (The National Commission of the Metropolitan Area) in the late 1980’s. From 2004 until 2006 he was Director of the city of Buenos Aires‘ public services regulatory body. Leadership Bios HANS SCHULZ INTER-AMERICAN DEVELOPMENT BANK GENERAL MANAGER, STRUCTURED AND CORPORATE FINANCE DEPARTMENT WASHINGTON, DC Currently, Mr. Schulz is General Manager of the Structured and Corporate Finance Department which provides financing to private firms, private and state-owned financial institutions and enterprises as well as to public-private partnerships. Previously, he managed the financial markets group of the Private Sector Department, responsible for capital markets development, trade finance and financial institutions, and served as the Senior Private Sector Advisor to the Executive Vice-President of the IDB. As Senior Investment Officer in the Private Sector Department, Mr. Schulz focused on infrastructure projects. During the first four years at the IDB, Mr. Schulz worked on financial sector development issues as part of the Bank’s efforts to help increase the competitiveness of financial services in the region. Mr. Schulz also served at the Andean Development Corporation (CAF) in Caracas, at the UN’s ECLAC Office in Santiago, Chile, and at WestLB in Düsseldorf, Germany. Mr. Schulz holds a Master’s Degree in Economics from Southern Illinois University and undergraduate degrees in economics and business from Marburg University in Germany. ANTONIO JUAN SOSA ANDEAN DEVELOPMENT CORPORATION CORPORATE VICE PRESIDENT OF INFRASTRUCTURE CARACAS, VENEZUELA Antonio Juan Sosa is Corporate Vice President of Infrastructure for the Andean Development Corporation (CAF). At CAF Mr. Sosa directs the team responsible for the formulation and execution of large business plans in finance for infrastructure projects within Latin America. He also manages the team of specialists charged with creating and executing the Schedule of Knowledge (politics, best practices, monitoring of markets, and feasibility studies) in sectors specific to infrastructure such as road networks, road maintenance, ports, airports, urban mass transit, energy, alternative energy, communications, and synergy in infrastructure. This team is also concerned with promoting better practices in regard to public-private partnerships for the financing and operation of infrastructure projects. The Schedule of Knowledge supports the development of public and private businesses of CAF in the different sectors of infrastructure. Mr. Sosa is Venezuelan, he is an economist and possesses a Masters in Economic Science from the London School of Economics. Prior to joining CAf in 1994 he was Director General of CORDIPLAN (the office of coordination and Planning of Venezuela.) WARREN WEISSMAN INTER-AMERICAN DEVELOPMENT BANK CHIEF OF CORPORATE FINANCE DIVISION, STRUCTURED AND CORPORATE FINANCE DEPARTMENT WASHINGTON, DC Warren Weissman is Chief of the Corporate Finance Division (CFI) of the IDB’s Structured and Corporate Finance department. CFI is responsible for non-sovereign guaranteed lending by the IDB to extractive industries (oil & gas, mining), productive sectors (manufacturing, agribusiness, biofuels, chemicals, pulp & paper, cement, steel and others), and service industries (tourism, education and healthcare). Warren joined the IDB in September 2007, after a 20-year commercial and investment banking career, most recently as head of Latin America syndicated finance for Bank of America. FRANCISCO WULFF ANDEAN DEVELOPMENT CORPORATION (CAF) DIRECTOR OF INFRASTRUCTURE VENEZUELA Mr. Wulff is director of Infrastructure for the Andean Development Corporation. In this role he overseas a variety of operations relating to project implementation and finance. Mr. Wulff possesses over 16 years of international development experience. He has been with CAF for 7 years and was with the years of experience in international development cooperation and financing, including six years at the World Bank and now seven years at CAF.
