The CKAD (Moscow Region Ring Road) is being planned and procured under the direction of the Ministry of Transport of Russia.    The road will be located in the Moscow region 30 to 40 km outside of the existing MKAD (Moscow City Ring Road).  The purpose of the project is to divert traffic from the MKAD alleviating congestion and facilitating the development of new logistic and urban infrastructure along the highway. The new road will be tolled and will utilize a closed toll collection system.

    Several Sections of the CKAD will be structured as a concession under the BTO model.  The project sponsor is the Government Agency Roads for Russia that has contracted Souzdorproject for design of the project.  Ernst & Young is the designated financial advisor for the project.

    Upon completion the CKAD will be 522 kilometers in length with 4 to 8 lanes varying by section.  The project will be completed in 2 stages:

•    Stage 1: 2011 – 2021 4 lanes constructed on most sections
•    Stage 2:  2016 – 2024 additional lane construction to manage increased traffic.

Road construction is planned to begin in 2013. 
In order to speed realization of the project the Government is considering constructing 6 sections of the project under a state funded contract and transferring them to a private operator upon construction completion.  The remaining 4 sections are to be procured through 2 concession schemes backed by federal grants and availability payments. A recently created State Highway Company “Avtodor” will provide state financing and manage the construction and operation of the road on behalf of the Government.
The concession tenders for concession schemes are planned for issue in 2012 and 2013. 

The CKAD is seen as critical for development in the Moscow region.  The project will be presented at the Russia Strategic Infrastructure Leadership Forum May 11 – 13 in Moscow Russia.

“IT-Park Ankudinovka” will utilize the significant scientific and production potential of Nizhny Novgorod region in various areas of the economy.  The specialization of the techno-park will be to implement innovative projects in the spheres of information and communications technologies, bio- and medical technologies, machine building and electronics, and chemical technologies and development of new materials.  The techno-park is located close to the historical and business center of Nizhny Novgorod City, where scientific, research, educational, and planning facilities, as well as high-tech enterprises, are concentrated.
 
According to the approved layout plan, the IT-park Ankudinovka will include business, social, housing, and engineering facilities. Total project cost is 24.06 billion rubles ($830 million), including 22 billion rubles ($760 million) in private investment through 2014.
