Álvaro Uribe Vélez - President of Colombia
Álvaro Uribe Vélez was reelected President of the Colombian Republic on May 28 of the year 2006 with 7´363.421 votes, in other words, 62 percent of the election.He was born the 4th of July of 1952 in Medellin.He is married to Lina Moreno. He has two kids: Tomás and Jerónimo. He obtained a Lawyer's degree from the University of Antioquia, where he obtained Certificates in Administration and Conflict Negotiation in the School of Extension of Harvard University in 1993. Between the years 1998 y 1999, the British council conceded the Simon Bolivar Scholarship, so he participated as Senior Associate Member (SAM)' in the Saint Anthony's College of Oxford University in England. He has received titles of Doctor Honoris, cause of different Colombian institutions and other countries such as the University of Saint Ignatious of Loyola (USIL) in Lima (Peru), Beijing University (China), School of Engineers of Metz in France and the Foundation Universitary Catholic of the North. Álvaro Uribe Vélez started his public career in his early years. In 1976 he was Chief of Goods of the Public Firms in Medellin. (Empresas Públicas de Medellín) From 1977 to 1978 he was Secretary General of the Ministery of Work and in between the years 1980 y 1982 he was Director of CivilAeronautics. He was Medellin’s Mayor in 1982 and Counselor of that same city in the years 1984 y 1986. He was elected governor of Antioquia for the period 1995-1997. it was there where he had the opportunity to put into practice the model of Communitarian State, which main characteristic is the citizens participation in fundamental decisions of the State such as generation of employment, education, transparency in the management of public contracts and public security. He was Senator of the Republic from the following periods: 1986-1990 y 1990-1994. Due to his performance he obtained distinctions such as Star Senator, Best Senator and Senator with best initiatives. In May of 2002 he was elected President of the Republic for theconstitucional period of 2002 – 2006. | 
Carolina Rentería Rodríguez –Director of Colombia's Department of National Planning
She holds a Bachelors Degree in Economics and has masters in economic development from University of Andes. Candidate to a PhD in Public Administration in New York University. She was Becaria Fullbright in New York University. In her laboral area she has developed as General Director of Public National Budget, assistant to Minister of Hacienda, National Council of Fiscal Politics (Confis), investigator of Fedesarrollo, IADB consultant, among others. She has also been teaching in University of Andes and New York University and president of Red de Gestion and Transparency of Public Policy of the IADB. She has done several publications and documens in fiscal topics and economics. She is the actual director of department of national planning, secretaria técnica of CONPES, member of several directive boards and is president of National Council of Science and Technology and (Consejo Asesor de Regalías).

Norman F. Anderson - Presiente y Director General de CG/LA Infrastructure As President & CEO, Norman F. Anderson focuses on infrastructure project creation, aimed at increasing the level of infrastructure investment, and the performance of existing infrastructure stocks in developed and developing countries alike. In July 2008 he published “North American Future, 2025; Outlook for Infrastructure” in The Future of North America 2025; Outlook & Recommendations,” a CSIS publication financed by the Canadian, Mexican and US Executive branches. That work posited a potential North American infrastructure market rising from a current market size of less than $200 billion per year to a level of nearly $450 billion, largely following the Spanish EIB/concessions model. Mr. Anderson oversees CG/LA’s Leadership Forum teams, including: - The 2° Annual Global Infrastructure Leadership Forum, (the Top 100 global infrastructure projects, to be held on December 11 & 12 in Washington, DC);
- The 7° Annual Latin American Leadership Forum (the Top 50 infrastructure projects in Latin America); and
- The series of Special Leadership Forum events, focused on South American integration projects, major water and new energy projects in China, North American competitiveness & Brazil’s world class oil & gas business.
He also leads the CG/LA team that develops infrastructure projects globally; and provides high-level strategy assessment for the public (cities, states, countries, MDB’s) and private (finance, E&C, equipment/technology) sectors. Mr. Anderson has a graduate degree from Harvard University, and an undergraduate degree from the University of Virginia. He is a former Peace Corps volunteer, who lived in Paraguay from 1979-1984. He is married to the former Ingrid Sckell – they have two children, Norman Gabriel (21) and Janina Victoria (19). Mauro Marcondes Rodrigues, Brazilian, 55, got his degree in chemistry from the Federal University in Rio de Janeiro (UFRJ), and attended a doctorate degree (Ph.D. candidate) in Economics for the Public Sector at the State University in Campinas (UNICAMP). IDB Coordinator for The Initiative for Regional Infrastructure Integration of South America since August 2003. Ex-President of theFunding Agency for Studies and Projects – The Brazilian Innovation Agency (FINEP) since March 1999 until January 2003, he held several positions for the federal public administration, specially at the Ministry of Planning and Budget, where he performed as Secretary of International Affairs, Secretary of Planning and Evaluation, Acting Secretary of Federal Budget and Head of Ministry Cabinet from 1993 to 1996. He also worked in the Health Ministry from April 98 to February 99, where he was incumbent of organizing the Health Investment Management Secretary. Employee on a permanent basis of National Bank for Economic and Social Development (BNDES), since 1975, he also experienced international positions such as Alternate Executive Director of Inter-American Development Bank (IADB) and of Inter-American Investment Corporation (IIC), from 1996 to 1998. Since December 2000 to January 2003, he has also been presiding over the Brazilian Association of Development Financial Institutions (ABDE) and has participated on several Board of Directors of Brazilian concerns or international institutions (CVRD, ALIDE, SEBRAE, CONTEC/FIESP, CNPq, CAPES, COFIEX, FIDA etc). He was awarded the following decorations: “National Order of the Scientific Merit” – Grã-Cruz Degree (2002); “Air Force Merit Medal” – Knight Degree” (1996); “Army’s Medal – Commander Degree” (1996); “Rio Branco Order – Commander Degree” and “Grand Officer” (94-96); “Tamandaré Merit Medal” (1995); and “Inconfidência Medal – Honour Award” (1994).
| Roberto Vellutini - Manager of Infrastructure and Environment
Roberto Vellutini, a Brazilian citizen, is currently the Manager of Infrastructure and Environment. For the past 10 years has been Head of Operations (Energy and Infrastructure) in the IDB's Private Sector Department (now the Structured and Corporate Finance Department). During this period, he led the structuring of loans and guarantees for a large number of infrastructure projects in Latin America and the Caribbean, many of which were named "Deal of the Year" by publications specializing in Project Finance owing to their pioneering and innovative structures.
Previously, Vellutini was the Principal Advisor to IDB Executive Vice President, with responsibilities related to the private sector operations.
Prior to joining the Bank, he was involved in the Brazilian private banking and held positions in other international organizations. He has also been Professor of Economics in the post-graduate programs of the Getulio Vargas Foundation's Business School in Sao Paulo (EAESP/FGV).
Vellutini has published numerous articles on infrastructure financing and project finance structures in the most important industry magazines such as Project Finance International, Infrastructure Journal, Energia & Mercados (Brazil) and Conjuntura Economica (Brazil), among others. He is author of the book Project Finance Structures in Private Projects: Basic Concepts and Case Studies in Brazil's Electricity Sector, published in Portuguese by Elsevier/IDB.

Chief Operating Officer and Senior Vice President, Export Finance Export-Import Bank of the United States
John A. McAdams is chief operating officer of the Export-Import Bank of the United States (Ex-Im Bank) and senior vice president of the Bank’s Export Finance Group. In addition to his responsibilities as chief operating officer, he is the senior officer responsible for all of the Bank's short-, medium- and long-term loan guarantee and insurance programs, including Aircraft and Project Finance.
Before assuming his current posts, McAdams served as senior vice president of Credit and Risk Management, where he oversaw risk management including credit underwriting, credit review and compliance, country risk and economic analysis, and engineering and environmental analysis.
McAdams joined Ex-Im Bank from the Bank of America, where he held a number of executive management positions in Washington, D.C., and Chicago, including responsibilities for trade finance, corporate banking in the Midwest and New England markets, and oversight of the Asia-Pacific region. In those capacities, he had P&L responsibility and managed diverse banking functions, to include developing business strategies, profitably growing several businesses, and developing competent and effective executives. His last position at Bank of America was president of Private Bank for the mid-Atlantic region.
McAdams received a Master of Business Administration degree from DePaul University, Chicago, IL, and a B.S. degree from Holy Cross College, Worcester, MA. Linda Mysliwy Conlin is first vice president and vice chair of the Export-Import Bank of the United States (Ex-Im Bank). Conlin was sworn in on July 31, 2006, for a term ending January 20, 2009. Conlin first joined Ex-Im Bank’s board as a director on April 26, 2004. As a member of the board of directors, she has been responsible for voting on transactions in excess of $10 million as well as on significant matters affecting Bank policy. As a director, she has served as chair of the Bank’s audit committee.
As vice chair, Conlin continues to oversee Ex-Im Bank’s Environmental Exports Program. She organized the Bank’s Environmental Exports Team, responsible for increasing financing of environmentally beneficial U.S. exports. Under her leadership, Ex-Im Bank provided 15-year financing for a solar power project in Korea and became the first OECD export credit agency to utilize enhanced financing for clean energy and clean water projects.
Vice Chair Conlin has a long and distinguished career as an international marketing and management executive, including an extensive public service background promoting commerce on both the state and federal levels.
Prior to joining Ex-Im Bank, Conlin served as assistant secretary for Trade Development from August 2001 to April 2004 at the U.S. Department of Commerce, where she worked to help U.S. businesses succeed in the global marketplace. She directed a program of industry sector offices that work to identify market opportunities, address market barriers and advocate on behalf of small businesses as well as large corporations. Conlin oversaw a $67 million budget and managed over 370 U.S. industry experts.
She administered the Trade Information Center and the Advocacy Center, and oversaw the President’s Export Council as well as 21 trade advisory committees, an advisory system that ensures that U.S. trade policy and trade negotiation objectives adequately reflect U.S. commercial and economic interests.
Conlin helped break new ground in trade in health care services for U.S. pharmaceutical and medical equipment companies in Russia and expanded the participation of U.S. health care and other industries in the global fight against HIV/AIDS in sub-Saharan Africa. She expanded dialogue between U.S. and Polish businesses and government leaders as a tool to strengthen trade and investment between the United States and Poland. She was also a leader in the post-9/11 efforts to help the U.S. tourism industry recover.
From 1994 to 1999, Conlin served New Jersey Governor Christie Whitman as the principal advisor for marketing and policy for travel and tourism. Earlier she was the assistant secretary of Commerce for Tourism Marketing in the U.S.Travel and Tourism Administration and before that she held positions at the U.S. Information Agency and the U.S. Department of State.

Ricardo Carciofi - Director for the Institute for the Integration of Latin America and the Caribbean IADB-INTAL Ricardo Carciofi holds a graduate degree in Economics from the Universidad de Buenos Aires, Argentina. He received his Master of Philosophy in Development Studies from the University of Sussex, England, where he also carried out his doctoral research studies in economics.
Since March 2005, he has been Director of the Institute for the Integration of Latin America and the Caribbean, IDB-INTAL, a unit of the Vice-Presidency for Countries of the Inter-American Development Bank, located in Argentina. During the period 2003-2005 he was appointed Regional Economic Advisor for ECLAC’s Executive Secretariat in Santiago de Chile. He was responsible for the coordination of the Economic Development Division of this institution.
Between 2000 and 2003 he was Executive Director for Argentina and Haiti at the Inter-American Development Bank and the Inter-American Investment Corporation in Washington, D.C. Formerly he had held a position as economist at the IDB, Buenos Aires; as expert for ECLAC, also in Buenos Aires, and as consultant, for various international organizations.
In the public area he was Budget Under-Secretary at the Ministry of Economy (1984-1989) and Under-Secretary of Public Investment Programming (1983).
In the academic field he has lectured at the University of Buenos Aires (Faculty of Economic Sciences) and in postgraduate courses of various academic institutions. His works have been published in journals, books and institutional publications. | Roberto Albisetti is IFC Country Manager for Colombia, Perú, Venezuela and Ecuador, in the Latin America and Caribbean department, based in the IFC sub-regional office in Bogotá.
Roberto joined the IFC in 1998 as a senior investment officer in the petrochemical department. Following his field assignments in Chisinau, Moldova, in 2000, he managed IFC Resident Office in Belgrade covering Serbia, Montenegro, Croatia, Bosnia and Moldova in the Southern Europe Department.
Prior to joining IFC, Roberto was a Senior Vice President of SACE, as head of operation of the Italian Export Credit Agency.
Previously he was advisor of the Executive Director for Italy at the World Bank.
He started his career in the international finance division of Finmeccanica. He set up the project finance unit of Ansaldo, and then moved New York to develop independent power projects.
Roberto holds a degree in Economics and Business from the University of Genova. He also completed post-graduate studies at New York University in international banking and finance.
Roberto has been professor of finance in SDA Bocconi Milan and at the University of Genova. He has published two academic books on project and structured finance.

María Victoria is an investment officer at the Infrastructure Advisory Services department of the International Finance Corporation, with over 10 years experience in Investment Banking mostly on infrastructure related projects. She has successfully led M&A transactions for public and private sector clients, including advisory to the Colombian Government in the privatization processes of Enertolima, Chec, Edeq and Dispac. Prior to joining IFC she worked as an independent consultant, and at NM Rothschild & Sons and Banco de Colombia’s Financial Corporation - Colcorp.
María Victoria holds an MBA degree from the Wharton School of the University of Pennsylvania, a Master of Science degree in Computer Engineering from the University of Texas at Austin and a Bachelors degree in Electronics Engineering from Universidad Javeriana. | Juan Carlos Pinzón Bueno - Colombia's Vice-Minister of Defense
Mr. Juan Carlos Pinzón represented Colombia, until august of 2006, at the Board of Executive Directors of the World Bank Group as Senior Advisor to the Executive Director. Prior to his current position he was Vice-president of the Colombian Banking Association, Assistant Vice-president of Investment Banking at Citigroup, Private Secretary and Chief of Staff at the Finance and Public Credit Ministry, and Economist for Colombia at Citigroup. He has taught economics at Universidad Javeriana and Universidad de Los Andes, and has published several articles on financial markets, macroeconomic policy and financial policy, in magazines and newspapers.
Mr. Pinzón holds a M.Sc. and a B.A. in Economics achieving an Honorable Mention for outstanding academic performance at Universidad Javeriana. Recently he completed advanced studies in international relations and strategic studies at John Hopkins University, and in science and technology policy at Harvard University. |
