The Philippines will have to invest heavily in infrastructure, create more jobs and continue reforming its institutions to sustain economic growth, government economic managers said Tuesday.

Economic Planning Secretary Arsenio Balisacan told an investor forum that infrastructure—roads, air and sea ports, flood controls and mass transportation—will have to be built by the government in cooperation with the private sector to unleash the growth potential of areas outside Manila, the Philippine capital...
